The 2025 State of the Nation report highlights a number of significant challenges facing children’s social care providers, including:
Workforce pressures
The report notes ongoing difficulties in recruiting and retaining qualified staff across all areas of children’s social care. High vacancy rates and heavy reliance on agency staff continue to affect the quality and consistency of care in many settings. Ofsted emphasises the importance of strong leadership in addressing these challenges and creating stable, well-supported workforces.
Placement sufficiency
The report highlights continued concerns about the availability of suitable placements for looked-after children, particularly for those with the most complex needs. Many children are being placed far from their home areas, disrupting their education, relationships, and sense of identity. Ofsted calls for greater investment in local provision and a more strategic approach to placement commissioning.
Quality of care
Ofsted’s inspection data shows that the majority of children’s homes and supported accommodation services are providing good or outstanding care. However, the report notes that a significant minority of services require improvement, with leadership and management identified as the most common area of weakness.
Supported accommodation
The 2025 report includes the first full-year data on Ofsted’s inspection of supported accommodation services, following the introduction of the registration and inspection regime in October 2023. The findings highlight the importance of stable, consistent support for young people in these settings and the need for providers to develop strong relationships with placing authorities.
