Children’s Homes: A Step-by-Step Guide to Ofsted Registration and Compliance!

A children’s home is a residential setting where children and young people under the age of 18 live together, supported by trained staff who provide care and supervision.

These homes offer children who can’t live with their own families food, shelter and a nurturing environment where they can play, learn, and grow.

What is required to open a children’s home?

Opening a children’s home in England is a complex and highly regulated process overseen by Ofsted. Providers must meet strict legal requirements under the Children’s Homes (England) Regulations 2015 and the Guide to the Children’s Homes Regulations including the Quality Standards.

Step 1: Understand the legal framework

Before applying, providers must be familiar with the Children’s Homes (England) Regulations 2015 and the Quality Standards. These cover 9 areas including: the quality and purpose of care, children’s views wishes and feelings, education, enjoyment and achievement, health and well-being, positive relationships, protection of children, leadership and management, and care planning.

Step 2: Appoint a Registered Manager

Every children’s home must have a Registered Manager who is responsible for the day-to-day running of the service. The Registered Manager must have a Level 5 Diploma in Leadership and Management for Residential Childcare, or equivalent qualification, and at least 2 years of experience in a senior role working with children.

Step 3: Prepare your premises

The physical environment of a children’s home must meet Ofsted’s requirements. This includes ensuring the building is safe, well-maintained, and provides a homely, welcoming environment. Providers must also complete a Location Risk Assessment, available on ClouDoc, which considers the local area and any risks it may pose to the children in the home.

Step 4: Develop your policies and procedures

Providers must have a comprehensive set of policies and procedures in place before applying to Ofsted. These include a Statement of Purpose, Safeguarding Policy, Behaviour Management Policy, Complaints Policy, and many more. Step 5: Register with Ofsted

To register with Ofsted, providers must complete the SC1 (Apply to register a children’s social care service) and SC2 (Connect to a children’s social care service) forms. Ofsted will then carry out checks and references before conducting a site visit and interview.

Step 6: Prepare for your first inspection

Once registered, children’s homes are inspected by Ofsted using the Social Care Common Inspection Framework (SCCIF). Inspections assess the overall experiences and progress of children, how well children are helped and protected, and the effectiveness of leaders and managers.
